The City of Baytown, Texas is in the process of developing an update to the Baytown 2020 Comprehensive Plan. The Comprehensive Plan Update (The Plan) is envisioned to be a collectively developed, proactive guide for the growth, economic development, and land use for the City of Baytown through the Year 2025. The Plan includes the following components:

- Mobility
- Land Use
- Economic Opportunity
- Quality of Life
- Implementation
