The City of Baytown completed the 5-Year Consolidated Plan that covers 2005 through 2010. This Plan is mandated by HUD to determine how the City will use Community Development Block Grant funds for the next 5 years. The Consolidated Plan addresses housing, social services, infrastructure, and community revitalization needs in Baytown. It also develops the goals and objectives that the City will fund and/or support in relationship to low to moderate-income persons and areas.
A completed Consolidated Plan represents the following for Baytown:
- a collaborative process whereby the community establishes a unified vision for community development actions;
- a comprehensive housing affordability strategy (CHAS) that sets forth a jurisdiction’s policy for allocating investment among housing needs activities;
- a statement of specific long-term and short-term community development objectives and priority non-housing community development needs;
- an application for funding under the Community Planning and Development formula grant programs (CDBG, HOME, ESG, and HOPWA);
- a strategy to be followed in carrying out HUD programs; and
- a management tool for tracking and measuring results.
It is pertinent that the community’s needs are addressed in this Plan. We cannot get an accurate account of the City’s needs without your input. The needs of your agency and its client’s need should be documented and included in the Consolidated Plan. By having the input of every local agency, the City is able to provide a more holistic strategic plan to address the needs of low to moderate-income persons and areas.
While, the Consolidated Plan is used to determine how the City will allocate future funds; it’s also used by other HUD programs to determine if a need exist in the community. For example, if a local agency applies for funds under the Shelter Plus Care Program, Supportive Housing for the Elderly (Section 202), or Housing Opportunities for Persons with AIDS (HOPWA), they will be asked to get a certificate of consistency with the City’s Consolidated Plan. This is true for at least 17 of HUD’s various grants. More importantly, if you are interested in applying for funds from the City, your needs should be documented so that your project is eligible.
