- Verify zoning clearance with the Planning Office
- Complete application in duplicate and file with City Clerk’s office
- The following documentation must be submitted:
(a) Plat prepared by a duly licensed surveyor showing the exact location of the well site. (b) Copy of Railroad Commission Form W-1. (c) Cashier’s check in the amount of $250 made payable to the City of Baytown. (d) Insurance requirements:
i. The applicant shall file with the City Clerk a certificate of insurance evidencing commercial general liability insurance with an aggregate of $500,000 and a per occurrence limit of $250,000. ii. The insurance shall be written by an insurance carrier licensed to do business in this state and shall provide that coverage afforded under the policy will not be canceled, suspended, voided, or reduced until at least 30 days’ prior written notice has been given to the City Clerk via certified mail, return receipt requested. iii. The City shall be added as an additional insured on the policy, and the coverage shall contain no special limitation on the scope of protection afforded to the City. Upon request of the City Clerk, the applicant shall submit the original or a certified copy of any policy for inspection at any time.

After filing application, publish notice for ten days in The Baytown Sun and furnish a publisher’s affidavit to City Clerk.

The Assistant Fire Chief must inspect and approve the site prior to the permit being issued. His number is 281-420-5207.
- After the permits are executed, duplicate originals are issued: one to the company; one to the city.
- City clerk's office will furnish applicant with:
(a) Procedures list (b) Application (c) Copy of code and Lambert coordinates Reference Baytown Code of Ordinances §62-28 through §62-104.
