The City of Baytown adopted its first zoning code on July 27, 1995 which became effective on August 7, 1995. Zoning is a tool for implementing the Comprehensive Plan and regulates land use and density. The zoning ordinance also sets standards for minimum lot sizes, and other dimensional characteristics.

The City of Baytown has five zoning classifications:

  • Neighborhood Conservation (NC)
  • Urban Neighborhood (UN)
  • Mixed Use (MU)
  • Light Industrial (LI)
  • Heavy Industrial (HI)

The NC district permits single-family and duplex dwelling units.

The UN district permits single-family, duplexes, manufactured homes, multi-family dwelling units, libraries, safety services and utilities.

The MU district permits all land uses except light industrial and heavy industrial uses. When non-residential development occurs next to single-family dwelling units, additional restrictions apply.

LI and HI were added in December 2007 and permit light and heavy industrial uses respectively and set dimensional standards.

The City Council’s ULDC Citizen Task Force and the Planning and Zoning Commission drafted new land use zoning regulations, which will replace the regulations currently codified in Chapter 130 (“Zoning”) of the Code of Ordinances.  It is the first piece of what will eventually become a Unified Land Development Code (“ULDC”).  City Council approved the new zoning regulations and associated ordinances on February 23, 2012.  Click here to review the new zoning regulations.  This new zoning code is not currently in effect.  It will take effect after August 2012 once the entire city has been rezoned. NOTICE: Effective February 1, 2012, all plan submittals will consist of two (2) plan sets. Commercial plans must submit a CD or DVD at the time of application containing a digital copy of their plan set in a vector, searchable PDF file format.  The digital file will be required for original submissions as well as correction submittals.
