JOB SUMMARY AND PRINCIPAL DUTIES (2526L-74E) Under general direction, the Stormwater Engineer performs engineering and stormwater management work for the City of Baytown Stormwater Utility. This position involves the application of a high level of professional engineering knowledge and skills to storm water management planning, project designs and development regulations. An employee in this position provides direct support to the Stormwater Coordinator, and Health Director. The Stormwater Engineer is responsible for engineering aspects of the development and implementation of a citywide, comprehensive stormwater management program. An employee in this position provides technical stormwater review of development plans including technical interpretations and policy recommendations related to the TCEQ MS4 permit regulations as listed below:
Six required categories of State issued General Permit, activities include but not limited to: coordination of related activities between City departments impacting the storm water permit; detection and elimination of illicit storm water discharges in public, private and municipal facilities; complaint investigation; regulation of public and private construction and post-construction storm water runoff quality; public education and awareness; public input concerning best management practices; implementation and monitoring of storm water utility funding and acting as staff liaison to the Development Review Committee.
Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
EDUCATION, CERTIFICATION, & EXPERIENCE
REQUIRED:
1. Bachelor of Science degree in Civil Engineering from an accredited college or university.
2. Valid Texas driver’s license with acceptable driving record.
3. Proficiency in using computer equipment and Computer experience with Microsoft Office Suite Products.
4. Five years experience in a Civil Engineering regulatory or environmental enforcement or related field.
5. Professional Engineer or Engineer in training & must obtain licensure as a Professional Engineer within 1 yr of hire date.
PREFERRED:
1. Experience in developing, designing and implementing a Municipal separate storm sewer system program.
2. Advanced knowledge in Microsoft Office Suite Products, and other computer programs.
3. Bilingual/Spanish.
4. Prior supervisory experience.
