Section 23 of the charter designates an officer of the city who shall be recommended by the city manager to serve as clerk of the council. The city clerk gives notices of all meetings of council, keeps the minutes of their proceedings, and the official records of the city. The city clerk or his designee is clerk of municipal court. The city clerk serves at the records management officer and the public information officer for the city. Most records of the City of Baytown are open; however, to obtain these records, one must make a request in writing specifying what records are needed. The request should be addressed to:

Various permits issued through the city clerk's office include tow truck, alcoholic beverage, house moving, automotive salvage/junkyards, commercial garbage/trash collectors, charitable solicitors, used jewelry, and oil and gas drilling permits.
