Public Works Department Overview

I. Mission Statement

Timely, courteous and responsive to safety concerns of our citizens needs for the maintenance of street and drainage facilities, traffic control devices and solid waste needs as well as maintenance of city departments’ equipment in the public works garage, provide a safe and adequate work zone for city construction job sites and maintenance of city-wide fueling facility.

II. Division Summaries

  • Administration – Responds to citizen concerns and provide accurate and complete information.
  • Streets and Drainage – The City maintains 276 miles of streets.  Of this, 117 miles are made up of concrete and 159 miles are made up of asphalt.  The division operates two asphalt-patching crews that repair potholes and makes repairs to street due to utility work.  One street maintenance crew operates to repair and maintain concrete and sidewalks.  Additionally, the Street Maintenance division includes two street sweepers for cleaning the streets.  The drainage division is responsible for the maintenance of storm sewer lines and open ditches.  This includes inspecting and cleaning for positive flow during and after rain events.  Periodic regrading is required to enhance flow.  This division also consists of a capital and concrete crew.  Their responsibility includes major system improvements such as new structures, systems upgrades and drainage system realignments.
  • Traffic Control Operations – Improves the safety and efficiency of the street system by conducting timely maintenance and installation of approved traffic control devices.
  • Solid Waste - Collection of brush and junk on a timely basis with proper disposal or recycling.
  • Equipment Services – Provides the departments of the city safe and properly operating vehicles and equipment.

Utilities

I. Mission Statement
To provide drinking water that is safe for human consumption, at a reasonable cost, at a constant pressure with adequate supply, with no interruption of service 365 days per year. To provide wastewater collection and treatment systems that present no public health concerns, at a reasonable cost, with no interruption of service 365 days per year.

  • II. Division Summaries
    Water Distribution – Operates and maintains the distribution system including 435 miles of transmission lines, 7 elevated storage tanks, and 7 emergency well sites.
  • Utility Construction – Replaces old and inadequately sized water lines. Other responsibilities include installing new and replacement water and sewer taps.
  • Wastewater Treatment – Treats and discharges sanitary sewage in accordance with Texas Commission on Environmental Quality (TCEQ) and U. S. Environmental Protection Agency (EPA) rules and regulations. The City of Baytown operates three wastewater treatment facilities. They are the Central District plant on West Main Street rated at 6.2 Million Gallons a Day (MGD), the East District plant off of Ferry Road rated at 6.0 MGD and the West District plant on East I-10 rated at 4.0 MGD. The city is also undergoing plans for a fourth treatment plant to serve the northeast area. It will be located off of Needlepoint Road and will be rated for 4.0 MGD. This plant is anticipated to be in service by 2008.
  • Wastewater Collection – Operates and maintains the 435 miles of pipe in the sanitary sewer collection system. It also maintains 80 lift stations used to assist in transporting the wastewater to the treatment plants.
  • Pollution Control – Administers the ordinances that protect the discharges to the sanitary sewer collection system from industry, restaurants and other commercial businesses.

III Policies
Water and Sewer taps. The City of Baytown only installs residential taps. A licensed plumber or contractor must perform all commercial taps. Water taps can be either ¾” or 1”. Sewer taps are 4”.

Residential water and sewer service lines. Water lines are maintained by the city from the main line in a right of way or easement to the inflow side of the meter. The homeowner or resident maintains any thing after the meter. Sewer line maintenance is the responsibility of the homeowner or resident from the house to the tap at the main line. Taps in the street are the responsibility of the homeowner or resident. If a tap needs repair or replacement the City of Baytown will perform the work for a fee of $350.00.

Sewer stoppages. If a resident is experiencing a sewer stoppage please call 281-420-5300 for assistance. This number is active 24 hours a day 365 days a year. A crew will respond and evaluate the situation. If the stoppage is on the city main it will be cleared as quickly as possible. If the stoppage is in the service line then the homeowner or resident will be responsible for clearing the line. On occasion the city will assist in clearing the line in order to determine if there is a problem with the tap. If there is a problem with the tap and a replacement tap fee paid, the city will keep the line clear as needed until the tap is replaced.
