On Friday, July 23, 2009 Detectives with the Baytown Police Department Fraud Division filed charges of Deceptive Business Practices against Leonicio Lopez of Katy, Texas following an investigation into allegations that Lopez was fraudulently collecting donations on behalf of The 100 Club which is an organization designed to assist the dependents of police officers and firefighters killed in the line of duty. Directors of The 100 Club informed investigators that they have no affiliation with Lopez and even reported they have no record of ever receiving a donation from Lopez or his business, Texstar Community Services Inc
Investigators located four donation bins in the city limits of Baytown and found that all were clearly marked with the 100 club logo. The signs even provided the correct website information for the 100 club organization. Lopez was located after investigators began researching the contact number provided on the donation bin. Lopez later admitted to police that he sells the merchandise placed in the donation bins and even provided receipts showing where he made as much as $1,800.00 in a twelve day period.
Lopez has been charged with Deceptive Business Practices, a class A misdemeanor, which is punishable by up to one year in jail and/or a fine up to $4,000.00.
