Manufactured Homes on Residential Lots

Check with the city of Baytown planning and zoning department for zoning restrictions before purchasing your home.

Applications for the placement of manufactured homes shall include:

  1. Completed manufactured home permit application:
  2. Two (2) sets of plot/site plan drawn to scale specifying:
    • Dimensions of lot on all sides with North indicated. (Minimum lot size must be 4000 square feet)
    • Size of manufactured home and location on lot. Show dimensioned setbacks of manufactured home to all property lines and any other building or structures located on property.
    • Location and dimension of easements.
    • Location of walks, driveways and approaches.
  3. If relocating a manufactured home, you must go to the tax department and get a tax receipt showing your city taxes are paid up. Attach this to your application.

The application and plans must be submitted to the Building Inspection Department for review. This review will usually take 1 to 5 working days. Permit fees are to be paid when the permit is issued.

Fee Schedule:

    • Manufactured Home Placement Permit, including driveway $ 50.00
    • If a separate permit is issued for the driveway, the permit fee will be based on the total improvement value.

After the permit is issued, licensed electrical, mechanical and plumbing contractors shall obtain permits to connect your electricity, heating and A/C, water, sewer and gas. You cannot obtain these permits yourself.

Water Department Requirements:

    • Water Tap ¾" (if applicable) $ 350.00
    • Sewer Tap 4" (if applicable) $ 350.00
    • Deposit (If you own land and manufactured home) $ 50.0 (if you do not own land and manufactured home) $ 125.00
    • Connection Fee $ 10.00

If you are required to pay tap fees, acquire your paperwork from the Building Inspections Department but will pay the fees at the Water Department, along with your deposit. It usually takes a couple of weeks for Public Works to set you taps. If you have any questions, call 281-420-5316.

Before footings or the manufactured home are placed on site, a Pre-placement inspection is required. When approved, the manufactured home can placed and anchored, stairs and landings installed and all utilities connected. Inspections for setup, stairs and landings, plumbing, Mechanical, gas and electrical can then be requested. Utilities will not be turned on until they pass inspection. The driveway and off street parking must be inspected before concrete is placed. After the driveway is complete and the skirting is installed you must call for a final inspection.

Please refer to the manufactured home inspection procedure outline for further information of required inspections.

City of Baytown ordinance prohibits anyone from moving into a manufactured home until all final inspections have passed.
