The City of Baytown facilities and offices are open for business. Due to COVID-19 some departments may still be operating in a modified fashion. Please contact the department you plan to conduct business with directly if you have specific questions as to modification to services or location.

 Apply for a Permit

To Schedule an Inspection for Existing Permitted Projects:

  • Inspections for existing permitted projects may be requested through www.baytown.org/inspection
  • All inspection requests must be received before 7 a.m. for same day inspections.

Building Services Division

The City of Baytown Building Department is responsible for reviewing project plans, issuing building permits, inspecting all types of construction and remodeling projects as well as issuing certificates of completion or certificates of occupancy when all requirements are met.  Permits enable the City to enforce the life-safety provisions of the building codes in Texas. These codes are a minimum standard, protecting life, health, property and public welfare by insuring public and private buildings meet a quality standard set for all buildings in the State of Texas.

Online Permits: We do not currently offer online permits; however, you may complete the application and email it to building@baytown.org. Once processed, we will email online payment instructions. When the payment is made, please email your payment confirmation to building@baytown.org and we will email your permit. 

Same Day Inspections for Occupied Homes Needing Gas/Electric Reconnects: Request for occupied GTO’s & MLS should be emailed to building@baytown.org as soon as the work is ready for inspection. Note:  Inspections are performed between 8:00 am – 4:00 pm. Email subject line must be: OCCUPIED GTO or MLS, address, permit #.

After Hours Inspections: Request for afterhours inspections must be emailed to building@baytown.org before 2 pm and the after hour fee must be paid before 3pm. Email subject line must be: AFTER HOURS INSPECTION, address, permit # - the body of the email must contain the type of inspections, contact information and time work will be ready for inspection.
