City of Baytown Community Development is funded in whole by a Housing and Urban Development (HUD) grant.  We have funds available for Public Facility and Public Service projects in the City of Baytown. We also offer programs to assist low to moderate income families.

Community Development Block Grant (CDBG)

 Proposed Action Plan and Projected Use of Funds B-19-MC-48-0033

On May 21, 2019, the Community Development Advisory Committee (CDAC) met and approved funding recommendations for the Program Year 2019-20 (PY19) Community Development Block Grant (CDBG) Action Plan. On Tuesday, June 18, 2019, the City of Baytown Community Development Division will conduct a public hearing regarding the CDAC funding recommendation and the PY19 CDBG Action Plan. The public hearing will be held after the CDAC meeting, which commences at 5:30 p.m. in the Mockingbird Room of the Baytown Community Center, 2407 Market Street, Baytown, TX 77520.

On July 11, 2019, the CDAC will recommend this budget to the Baytown City Council for approval and submission of the Annual Action Plan to HUD. This notice is provided to inform the public of the availability of the proposed PY19 CDBG budget:

Description:  Assistance to purchase, paint or repair homes of low-moderate income persons.

Project:  Property Clearance/Substandard Structures Abatement

Location:  Within the city limits of Baytown

Funding: $151,000

Description: Administrative costs for demolishing/securing vacant dilapidated buildings.

Project:  Area Benefit/Neighborhood Improvement Program

Location: West Baytown Area

Funding: $20,000

Description: Funds for code enforcement and increased resident involvement.

Project:  Public Services/Bay Area Homeless Services

Location:  3406 Wisconsin

Funding: $3,250

Description:  Childcare services for homeless families.

Project: Public Services/Baytown Police Department Domestic Violence & Special Victims Unit

Location:  3200 N. Main St.

Funding:  $3,700

Description:  Hotel sheltering for victims of sexual and domestic violence.

Description:  Provide materials to install ADA ramps at homes of low-moderate income persons.

Project: Public Services/Baytown Evening Optimist

Funding:  $1,200

Description:  Registrations for participation in an organized youth football program

Project: Public Services/Baytown Resource and Assistance Center

Location:  5309 Decker Drive

Funding:  $10,565 

Description:  Shoes for low-moderate income school children.

Project: Community Development Transportation

Location:  5309 Decker Drive

Funding:  $72,875

Description:  Transportation for low-income victims of domestic violence, senior and disabled Baytown residents.

Project: CDBG Program Administration

Funding:  $132,717

Description:  Administration of the CDBG Program.

All interested agencies, groups, and persons wishing to comment on the projected use of funds are invited to submit written comments for consideration by the City of Baytown at the above address on or before July 2, 2019.  All such comments received will be considered and incorporated in the Annual Action Plan.
