In accordance with Governor Abbott’s “Open Texas” executive order, the City of Baytown will be re-opening public facilities in a phased process. Following CDC guidelines, all City events, programming, and City venue rentals remain cancelled or postponed until further notice. City services will continue to run in a modified format through digital or other distance means. Beginning May 11th, we will begin providing curb side and appointment-only services at our public facilities while avoiding fully opening government facilities to the public. We will continue to keep you updated on our social media channels.

Downtown Master Plan

The Downtown Master Plan: Area One was adopted by City Council on September 9, 2004, to capture the overall vision for Baytown’s downtown area.   The downtown area encompasses the properties on and surrounding Texas Avenue.  The Master Plan includes a summary of existing conditions, the area’s challenges, and a proposed streetscape design.   Further, there is an action plan with goals and strategies to be accomplished over time.  Many activities have taken place as a result of the Downtown Master Plan, including the development of a special zoning district.  The Arts, Cultural, and Entertainment (ACE) district is intended to foster the development of highly compatible and mutually supportive land uses in the downtown area using the Downtown Master Plan as the initial guide.
