Incentive Pay
Signing incentive - shall receive $10,000 as follows: $3,000 upon successful completion of the FTO program and the balance in equal monthly installments until the end of the probationary period fora total payment of $10,000; provided, however, should the Police Officer fail to complete three (3) years of service from their hire date for any reason, such Police Officer shall reimburse the City all monies paid to him/her pursuant to this article. This is available on a one-time basis.
Service Credit
If you have experience as an Officer, you may qualify for one to one years of service credit on our pay scale for your completed years of service as a peace officer.
Relocation Incentive
The City shall reimburse the cost of moving household goods and effects to the City of Baytown for officers hired during the term of this Agreement for, 1) up to a maximum of $2,000 if moving from within a 150-mile radius of Baytown, or 2) up to a maximum of $4,000 if moving from outside the 150-mile radius. Moving reimbursement is available only for moves from outside the city limits to inside the city limits of Baytown. Should the police officer fail to complete his/her probationary period for any reason, such officer shall reimburse the City for all monies paid.
Reimbursement of academy training tuition
Subject to the provisions of this article, a Police Officer who has completed a course of instruction at an accredited peace officer academy within one (1) year of his/her hire date, shall be reimbursed the cost of the academy tuition in an amount not to exceed $2,500 in accordance with this article. This reimbursement shall be paid as follows: $1,500 within 30 days after successful completion of the Field Training program and the balance in equal monthly installments of $250 for the next four (4) months.

Out of State Process for Licensure

Minimum Qualifications
- The applicant must be at least 21 years of age at the time of the entrance examination.
- The applicant must possess a high school diploma/GED
- The applicant must be a United States citizen.
- The applicant must be able to read and write English.
- The applicant must not have been convicted or has ever been on court-ordered community supervision, probation, or deferred adjudication for any criminal offense of the grade of a Class B misdemeanor within the last 10 years from the date of the court order.
- The applicant must not have been convicted or has ever been on court-ordered community supervision, probation, or deferred adjudication for any criminal offense above the grade of a Class B misdemeanor.
- The applicant must not be currently under indictment for any criminal offense.
- The applicant must not have ever been convicted of any family violence offense.
- The applicant is not prohibited by state or federal law from operating a motor vehicle.
- The applicant is not prohibited by state or federal law from possessing firearms or ammunition.
- Meet all other qualifications established by Chapter 143 of the Local Government Code.
Miltary History:
The applicant must not have been discharged from any military service under less than honorable conditions including specifically:
- under other than honorable conditions;
- bad conduct;
- dishonorable; or
- any other characterization of service indicating bad character.
To be eligible for appointment as a police cadet, police academy trainee, or patrol officer, the applicant must meet the following additional standards prior to appointment:
Physical Agility Test:
The applicant is required to pass a physical agility test. The physical agility test is a validated test based on the specific job duties.
Psychological:
Following a conditional offer of employment, the applicant must be examined by a licensed psychologist, psychiatrist, or registered professional as selected by the City of Baytown and be declared to be in satisfactory psychological and emotional health appropriate to the position of patrol officer.
Physical:
Following a conditional offer of employment, the applicant must be examined by a licensed physician approved by the City and declared able to perform the essential functions of the job; and the applicant is required to pass a drug screen.
Certification:
The applicant must meet the minimum standards for licensing of a peace officer pursuant to the provisions of Texas Occupation Code, Chapter 1701, and the rules of the Texas Commission on Law Enforcement. The employee is required to continue to meet all job standards to maintain employment.
Pre-Employment Agility Test
Event # 1: Push-Ups
(complete 25 traditional push-ups, 60 seconds or less)
- Push-Ups will be performed starting with knees off the ground, arms slightly wider than shoulders, arms straight and elbows locked out
- Participant will lower the body until the chest reaches counting device activating counter, then push the body back up locking out the elbows
Event # 2: Sit-Ups
(complete 25 traditional sit-ups, 60 seconds or less)
- Sit -Ups will be performed starting by lying on the back with knees raised and bent, feet held with stationary bar, fingers behind ears, elbows out
- Participant will raise torso until forehead reaches horizontal plain of knees, then return to floor lying on back
Event # 3: The Row
(complete a standardized rowing test reaching the pre-determined distance in 4 minutes or less)
- Participant will successfully complete a standardized rowing test reaching the pre-determined distance listed on the Baytown Physical Agility Test Row Chart in 4 minutes or less with a damper setting of 5
- Row will be conducted on Concept 2 Model D rowers
