Election Information - November 4, 2025

The City of Baytown holds its elections on the first Tuesday after the first Monday in November of every year.  See §41.001(a)(2) TEC. 

The filing period for a place on the ballot is established by state law and runs from July 19, 2025, to August 18, 2025. However, since July 19th falls on a Saturday, the first day to officially file will be Monday, July 21, 2025.

On November 4, 2025, the City of Baytown will conduct a General Election for the positions of Council Members for Districts 1, 2, and 3. All applicants must be a qualified candidate. Each member elected or re-elected will serve a three-year term from November 2025 to November 2028.

What are the qualifications for council members?

A candidate for city council must meet all eligibility requirements of state law and the City’s Charter, which states that the mayor and each of the six council members shall be a citizen of the United States of America and a qualified voter of the city and shall have resided continuously in the state for 12 months and in the territory from which the office is elected for six months immediately preceding the date of the regular filing deadline for a candidate's application for place on the ballot. A member of council who lacks any qualification for the office prescribed by this Charter or by law; or convicted of a felony while in office, shall immediately forfeit the office.

In addition to the residency requirements described above, state law provides that a candidate for city council must:  

  • Be a United States Citizen.
  • Be a registered voter of the city at the time of filing for office.
  • Be 18 years of age or older on or before the first day of the term in which they are elected.
  • Have not been determined by a final judgment of a court exercising probate jurisdiction to be:
    • Totally mentally incapacitated; or 
    • Partially mentally incapacitated without the right to vote
  • Have not been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities.
  • Have resided continuously in the state for 12 months and in the territory from which the office is elected for six months immediately preceding the following date:
  • For a candidate whose name is to appear on a general primary election ballot, the date of the regular filing deadline for a candidate's application for a place on the ballot; 
  • Satisfy any other eligibility requirements prescribed by law for the office.

Filing Procedures

When filing an application for a place on the ballot, the City Clerk will review the application to determine whether it complies with the requirements as to form, content, and procedure only to ensure it was filed in a timely manner and that all required information is completed and attested to. Please do not leave any required information blank on the application, as doing so may render your application invalid. 

Once the application is completed, submit in one of the following ways:

             Application submitted by mail is considered to be filed at the time of its receipt

All applications received via fax or email must be signed, sworn, and notarized prior to filing.

Campaign Finance Reports 

Regarding the filing of candidate/officeholder reports, the City Clerk is limited to accepting and filing the various applications, affidavits, and/or statements, and noting the date and time of filing thereon. The Office of the City Clerk cannot judge or comment upon the timeliness or sufficiency of reports filed. All applicable financial reports must be completed by the candidate or the candidate’s campaign treasurer; the candidate is responsible for filing all reports.
