The City Council of Baytown, Texas functions as the main legislative authority for the city, and is responsible for governance, policymaking, and managing municipal services. Operating under a Council-Manager form of government, the City Council establishes policies and enacts local laws, while the City Manager, appointed by the council, handles the city’s daily operations.

The City Council meets on the 2nd and 4th Thursday of each month. Meetings usually begin at 6:30PM and take place in the Council Chamber at 2401 Market Street, Baytown, Texas. Agendas are posted at least 72 hours in advance, and meeting recordings will be made available within 24 hours of the meeting's conclusion. Recordings of these meetings will remain accessible to the public for a minimum of 365 days after being posted.
