Overview
On January 23, 2025, the Baytown City Council adopted Resolution No. 2963, establishing the official Guidelines and Criteria for the City’s Chapter 380 Economic Development Program.
These guidelines provide the framework for how the City may offer grants or loans—known as 380 Grants—to support projects that promote economic development, job creation, and private investment within the city.
This program is authorized by Chapter 380 of the Texas Local Government Code, which permits municipalities to use public resources to stimulate business and commercial activity.
Key highlights of the program include:
- Purpose: Encourage strategic growth through public-private partnerships that align with Baytown’s targeted industries.
- Eligibility: Applicants must demonstrate legal authority to do business in Texas and meet public benefit standards set by the City.
- Targeted Sectors: Clean tech, advanced manufacturing, biotech, retail development, logistics, corporate housing, and more.
- Approved Uses: Public improvements, site development, workforce training, marketing, facility upgrades, and entrepreneurial support.
- Application Requirements: A complete submission and $1,000 non-refundable fee.
- Compliance: Annual or semi-annual reviews and performance verification.
- Transparency: Agreements are reported to the Texas Comptroller and linked to public databases.
