Industrial District Agreements

Overview

Businesses operating in designated industrial districts within Baytown’s Extraterritorial Jurisdiction (ETJ) may be eligible to enter into Industrial District Agreements (IDAs). These agreements reduce the overall tax burden for industrial operators by offering an alternative to full annexation. In return, businesses commit to making annual payments to the City of Baytown, supporting essential services and infrastructure.
