Elsa Tobias

Officer Tobias began her law enforcement journey on January 4, 2000, with the Baytown Police Department. Starting as a Patrol Officer, she quickly demonstrated her investigative acumen and, within 3½ years, advanced to the Detective Division. Over the next 11½ years, she expertly handled diverse and challenging cases, including Persons Crimes, Property Crimes, Financial Crimes, and Crimes Against Children, embodying the department’s mission to serve and protect with honor and professionalism.

In 2014, Officer Tobias returned to the Patrol Division, where she continued to excel while broadening her expertise through extensive training opportunities. Her commitment to addressing the evolving needs of the community led to her certification as a Mental Health Officer in 2018, enhancing her ability to engage with and support individuals in crisis. In 2022, she further diversified her service by joining the Bike Patrol Unit, demonstrating adaptability and a deep commitment to community outreach.

Reflecting on her career, Officer Tobias shared:
"As a kid, when playing with neighborhood friends, I always wanted to be the 'good guy' and catch bad guys. This is what I knew I was destined to do, and finally, later in life, I was given that opportunity… 25 years later, I still wear the Baytown badge proudly."
