David Oyler - 25 years

Buckle up and get ready for a ride through David Oyler’s journey with the City of Baytown as our very own Fleet Superintendent in Public Works & Engineering. 

David grew up in Southern Illinois and hit the road to adulthood graduating high school in 1979. Shortly after, David proudly served his country by serving six years in the Marine Corps (Oorah). Once his tour of duty was complete, he shifted gears and made his way to Texas, as quickly as he could, where he put the pedal down on a career in the automotive field—one that’s been running strong for 42 years with 25 of those years being with the City of Baytown.

David joined the City of Baytown in March 2000 as a mechanic, keeping things in top gear for 10 years before earning a well-deserved promotion to Fleet Superintendent in 2010. Over the years, he’s fine-tuned his skills, earning multiple certifications, including the prestigious Certified Public Manager (CPM) designation, Emergency Vehicle Technician Management Levels 1 & 2, and several Automotive Service Excellence (ASE) certifications.

Along the way, he and his wife Penny built a full garage—five amazing kids and a growing crew of grandkids, now up to seven, including the newest model, Mr. Kain, who rolled off the production line on January 8, 2025.

When he’s not keeping the city’s fleet running like a well-oiled machine, David and Penny enjoy putting some miles on their own adventures—whether it’s cruising the high seas, hitting the jackpot in Las Vegas, or just seeing where the open road takes them.
