Update  

The Planning and Zoning Commission recommended approval of the zoning map amendment from Mixed Residential (MR) to General Commercial (GC) for the subject site located at 2015 Massey Tompkins Road on the 15th day of July, 2025.

The Planning and Zoning Commission recommended approval of the proposed Special Use Permit in conformance with the submitted site plan and specifications on the 15th day of July, 2025, subject to the conditions (See SUP Report below for conditions).

Requested Action

The applicant is requesting a Special Use Permit (SUP) to allow for the establishment of a Battery Energy Storage System (BESS) and a Zoning Map Amendment (ZMA) from Mixed Residential (MR) to General Commercial (GC) Zoning District.  The applicant is requesting to rezone the approximately 15.46-acre subject site from its current MR and GC zoning to solely GC zoning.

Background

The subject properties are currently vacant and undeveloped.  The approval of the Zoning Map Amendment (ZMA) will be required for the BESS to be constructed at the project site.  The approval of the Special Use Permit (SUP) will permit the proposed BESS facility and will ensure compliance with all city code of ordinances and any applicable state and federal regulations.

City Council holds the final Public Hearing and votes the final decision. Anyone can sign up to speak at the Public Hearing. This is the final step.
