[ARCHIVED] Matt Bailey, 35 Years of Service

Matt Bailey

Matt Bailey began his career with the City of Baytown on November 16, 1990, as a Survey Technician in the Engineering Department. Matt faced just about every challenge imaginable in the field—bad weather, insects, wild animals, and even the occasional offshore assignment. One unforgettable day, while collecting shots near Brownwood Nature Center, the boat broke down under the Fred Hartman Bridge, leaving everyone on the boat stranded for hours. Thankfully, the police rescued them—and the boat was jokingly renamed the SS Minnow!

In 1995, Matt became a CAD Operator, creating civil construction drawings, maps, and presentation materials for Council meetings. Known for his resourcefulness—especially with the plotter machine—Matt was also famous around City Hall for never turning down leftover council food or snacks. Everyone knew, “Give it to Matt, he’ll eat anything!”

Today, Matt serves as a GIS/CAD Specialist, managing GIS data, updating utility layers, and maintaining city maps on the website. With over 200 hours of ArcGIS training, he continues to enhance the city’s mapping systems and support projects across departments.

Outside of work, Matt enjoys spending time with his three sons—Josh, Caleb, and Micah—playing board games, chess, and cards. A true sci-fi fan, he loves attending comic cons and, when the weather’s nice, can be found on the tennis court or playing disc golf. Over the years, he’s brought people together by starting walking groups, tennis matches, lunchtime game sessions, Dungeons & Dragons campaigns, and even a book club.

We’re all thankful to know and work alongside Matt. Your dedication, humor, and creativity make you an invaluable member of our team and a lasting part of the City of Baytown’s story.
