Russell is a 1981 graduate of Robert E. Lee High School. He went on to attend and earn an Associates Degree in Applied Sciences from Lee College where he was recognized as a Distinguished Scholar.

Russell was hired by the Baytown Police Department in February 1986. After completing his basic academy, he was assigned to the patrol division, where he served for the next 9 years. In 1995, Russell transferred to the Harris County Organized Crime & Narcotics Task Force Unit where he worked undercover for 2 years. Upon his return to Patrol, Russell became a Field Training Officer and later, a K-9 Officer, as well as a member of the Mounted Patrol Unit. With his K-9 partner “Bart”, Russell worked the streets of Baytown for 3 years, tracking fleeing suspects and recovering concealed narcotics. When his K-9 partner “Bart” was retired in 2001, Russell continued his proactive and diligent service in the patrol division.

In 2006, Russell was selected to become a member of the S.W.A.T. team, where he remained an active team member for the next twelve years. During that time, Russell was also selected to become a member of the “Hot Spot Team”, a unit that focuses on problem areas within the City. After 3 years, Russell transferred back to the patrol division’s night shift, where he served until 2017 before returning to the “Hot-Spot Team” and appointed to the rank of Corporal. In 2022 Russell was then assigned as a Detective to the Special Investigations Division’s – Gang Unit, where he currently continues to serve.   

Russell currently holds a Master Peace Officer certification and over the past 35 years, has received numerous letters of appreciation from citizens along with a variety of letters of commendation from his supervisors. Other achievements include:
