    • Council will receive a presentation from the 2025 General Obligation Bond Committee, led by chairperson Gilbert Santana, providing an overview of the resident-led committee process and how recommendations were developed during the 2025 bond planning effort.

What’s Being Decided?

  • Hyatt Regency Baytown-Houston Annual Audit Reports
    • Council will receive the Hyatt Regency Baytown-Houston Annual Audit Reports for Fiscal Years 2023 and 2024

Why It Matters? The hotel is a City-owned asset supported by the Municipal Development District. Reviewing the audits provides transparency into financial performance and operational accountability.

What’s Being Decided?

  • Payment in Lieu of Taxes (PILOT) Agreement
    • Council will consider an ordinance authorizing a Payment in Lieu of Taxes Agreement between the City of Baytown and Morreale Properties, LLC, related to property within Bay 10 Business Park.

Why It Matters? The agreement formalizes payments in lieu of ad valorem taxes in accordance with development covenants and supports responsible economic development practices.

  • Zoning Request at Interstate 10 and Highway 146
    • Council will conduct a public hearing and consider ordinances to rezone approximately 6.59 acres at 9900 East Interstate 10 from Open Space/Recreation (OR) to General Commercial (GC).

Why It Matters? Zoning decisions guide how land can be developed and used. This request involves a highly visible corridor and may influence future commercial development patterns.

  • Traffic Control Modifications
    • Council will consider ordinances authorizing stop control modifications at multiple intersections throughout the city.
  • Texas Enterprise Zone Nomination
    • Council will consider a resolution nominating JSW Steel (USA) Inc. for designation as a qualified business and enterprise project under the Texas Enterprise Zone Program.

Why It Matters? Designation may make the company eligible for state incentives tied to job creation and capital investment.

  • Mayor Pro Tem Discussion
    • Council will discuss and take possible action regarding the designation of the Mayor Pro Tem.

Consent Agenda Summary

The consent agenda includes a range of routine, but important items such as:

  • Interlocal agreement with the Baytown Crime Control and Prevention District to fund rental vehicles for Police operations
  • Ordinance amending the effective date of previously approved Special Use Permit at 5111 Ashwood Drive
  • Resolution amending the public hearing date for Bay Creek Public Improvement District Number 2
  • Ordinance amending the effective date of amendments to multiple divisions of the Unified Land Development Code
