City Council Work Session

Thursday, January 22 at 5:30pm

What was Discussed?

  • 2025 General Obligation Bond Committee
    • Council received comments from the 2025 General Obligation Bond Committee, led by Chairperson Gilbert Santana, providing an overview of the resident-led committee process and how recommendations were developed during the 2025 bond planning effort.
    • Councilmembers praised the efforts of the committee. No formal action was taken.

Municipal Development District (MDD) Meeting

Thursday, January 22 at 6:30pm

What was Discussed?

  • Hyatt Regency Baytown-Houston Annual Audit Reports
    • MDD received the annual audit reports for Fiscal Years 2023 and 2024. The independent auditor issued a clean opinion.

Why It Matters? The hotel is a City-owned asset supported by the Municipal Development District. Reviewing the audit provides transparency into financial performance and operational accountability.

Regular City Council Meeting

Thursday, January 22 at 6:30pm

What was Decided?

  • Payment in Lieu of Taxes (PILOT) Agreement
    • Council approved an ordinance authorizing a Payment in Lieu of Taxes Agreement between the City of Baytown and Morreale Properties, LLC, related to property within Bay 10 Business Park.

Why It Matters? The agreement formalizes payments consistent with development covenants and supports responsible economic development practices.

  • Zoning Request-Interstate 10 and Highway 146
    • Council conducted a public hearing and approved ordinances to rezone approximately 6.59 acres at 9900 East Interstate 10 from Open Space/Recreation (OR) to General Commercial (GC). No public opposition was received during the hearing.
  • Traffic Control Modifications at Multiple Intersections
    • Council approved an ordinance authorizing additional stop control modifications at multiple intersections throughout the city.
  • Texas Enterprise Zone Nomination- JSW Steel (USA) Inc.
    • Council approved a resolution nominating JSW Steel (USA) Inc. for designation as a qualified business and enterprise project under the Texas Enterprise Zone Program.

Why It Matters? The designation may make the company eligible for state incentives tied to job creation and capital investment.

  • Mayor Pro Tem Discussion
    • Council discussed the designation of the Mayor Pro Tem, but no action was taken. The item will be considered at a future meeting.

Consent Agenda 

The Consent Agenda included items such as:

  • Interlocal agreement with the Baytown Crime Control and Prevention District to fund rental vehicles for Police operations
  • Ordinance amending the effective date of a previously approved Special Use Permit at 5111 Ashwood Drive
  • Resolution amending the public hearing date for Bay Creek Public Improvement District Noumber 2
  • Ordinance amending the effective date of amendments to multiple divisions of the Unified Land Development Code
  • Investment policy approval in accordance with state law
  • Contract renewals and service agreements supporting City operations
  • Legal and administrative procedural updates
  • Board and commission-related actions

Why It Matters? These items support day-to-day City operations, public safety readiness, infrastructure maintenance, and responsible financial management.

Appointments

Planning and Zoning Commission District 3- Council approved the appointment of Preet Singh following nomination by Councilmember Ken Griffith.

No nominations were made for the District 5 or ETJ positions at this time.

  • Manager’s Report
    • Council received updates recognizing employee achievements, public works competition awards, parks programming milestones, and municipal clerk certification accomplishments.
  • Council District Report
    • Councilmember Sarah Graham provided updates regarding projects and activities within her district.
